What is a skills-based amusement device?
Skills-based amusement devices include any machine or apparatus that operates after money or tokens are inserted and allows individuals, through the use of skill, to win prizes, credits, or tickets/tokens that can be redeemed for prizes with a wholesale value of up to $30. An award of free play is not considered a prize. Examples of these devices include merchandisers, claw or crane machines that dispense prizes, or Skee-Ball or similar machines that dispense tickets that can be redeemed for prizes.

Who needs to register?
All owners of skills-based amusement devices are required by law to register if the device awards prizes other than the award of free play. Only the device owner is required to register. An establishment that offers Skills-Based Amusement Devices but does not own them is not required to register them. Please ensure that the owner of your skills-based amusement device registers the device for its legal operation.

Why do I need to register?
Code of Maryland Regulation 36.08.02 requires the registration of skills-based amusement devices. Failure to register will result in machines being designated as illegal devices.
How do I register?
Complete and submit an application.
Renewals of skills-based amusement devices are due every other year by December 31. For example: If you register your device in 2023, your renewal is due by December 31, 2024.
Owners who have devices at more than one location must also submit a registration addendum in addition to the application form.
