The operational and licensing regulations for Maryland’s sports wagering program (COMAR Chapter 36, Subtitle 10) became fully promulgated and effective as of January 13, 2022. The steps taken to establish these regulations were as follows:
The Maryland Lottery and Gaming Control Commission (MLGCC) approved proposed regulations for sports wagering during a meeting held via teleconference on July 15, 2021. The proposed regulations were submitted as both emergency and permanent regulations.
On August 5, 2021, the proposed regulations were approved by the Maryland General Assembly’s Joint Committee on Administrative, Executive, and Legislative Review (AELR) and took effect on an emergency basis. The regulations were then published in the Maryland Register on August 27, 2021.
A 30-day public comment period ran from August 27, 2021 through September 27, 2021.
