The operational and licensing regulations for Maryland’s sports wagering program (COMAR Chapter 36, Subtitle 10) became fully promulgated and effective as of January 13, 2022. Sports Wagering Regulations: Promulgation Process & Public Comments
The Maryland Lottery and Gaming Control Commission (MLGCC) approved proposed regulations for sports wagering during a meeting held via teleconference on July 15, 2021. The proposed regulations were submitted as both emergency and permanent regulations.
On August 5, 2021, the proposed regulations were approved by the Maryland General Assembly’s Joint Committee on Administrative, Executive, and Legislative Review (AELR) and took effect on an emergency basis. The regulations were then published in the Maryland Register on August 27, 2021.
A 30-day public comment period ran from August 27, 2021 through September 27, 2021.

A public meeting at which sports wagering stakeholders had the opportunity to offer their comments was held on September 22, 2021.
Sports Wagering Regulations: Substantive Amendments
On December 16, 2021, the Maryland Lottery and Gaming Control Commission (MLGCC) approved substantive amendments to the sports wagering regulations. The General Assembly’s Administrative, Executive and Legislative Review (AELR) Committee approved these amendments on an emergency basis for the period of January 26, 2022 through July 25, 2022. The amendments were published in the Maryland Register on February 25, 2022, and a 30-day public comment period ended on March 28, 2022.
